DAVIS CUP AND FED CUP LINE UMPIRE APPLICATION AND SELECTION POLICY

There are home first round ties scheduled for both Davis Cup (early March) and Fed Cup (early February). An official wanting to apply for consideration to be a line umpire at these first round ties in the US should go to here, follow the instructions and review the policy for selections and then submit the applicable Fed Cup and the applicable Davis Cup Line Umpire Application Form. Applications must be submitted 60 days prior to the starting date of the Tie.

NOTE:
If there are additional rounds played in the US in 2009, officials must apply for each round separately. An application for first round ties are not considered for future home ties and a separate application must be submitted for those future rounds in 2009 once those rounds are determined.

The Application Process for Davis Cup and Fed Cup

1.  The process for applying for Line Umpire assignments at Davis Cup and Fed Cup ties is as follows:

a. Deadlines and Application Process.  The USTA Officials Department in conjunction with the ITF Officiating and Davis Cup and/or Fed Cup tie Chief Umpire, select the Line Umpires to work each Davis Cup and Fed Cup tie held in the United States.  If you (i) qualify to work as a Line Umpire for Davis Cup and Fed Cup ties (see the prerequisites stated below), (ii) are available and willing to work at a specified Davis Cup and Fed Cup tie and (iii) wish to be considered for a Line Umpire assignment at a Davis Cup and/or Fed Cup tie, you must submit your availability to the USTA Officials Department no later than 60 days prior to the event’s commencement.

b. A candidate pool of qualified USTA certified officials (based on applicants who meet the prerequisites stated below) is developed by the USTA Officials Department in conjunction with the Davis Cup and/or Fed Cup Chief Umpire.  The pool of candidates is submitted to ITF Officiating approximately 45 days before the tie’s start date.

c. ITF Officiating must approve each candidate recommended by the USTA Officials Department and Davis Cup and/or Fed Cup Chief Umpire before he or she will then be selected to serve as a Line Umpire for a tie by the USTA Officials Department and Davis Cup and/or Fed Cup Chief Umpire.

The Selection Criteria and Process for Davis Cup/Fed Cup

1.  In selecting Line Umpires and assigning them to Davis Cup and/or Fed Cup ties, the USTA Officials Department in conjunction with the Davis Cup and/or Fed Cup Chief Umpire of the tie consider the following criteria:

a. A current USTA Level Line Umpire certification is required to work as a Line Umpire at Davis Cup and Fed Cup ties.
 
b. Experience.  The number of professional level tournaments that a Line Umpire has worked (primarily considering the prior twelve month period and giving weight to prior experience at previous Davis Cup and Fed Cup ties)

c. Satisfactory or better performance ratings (based on current USTA National Trainer/Evaluator requirements which can be found at www.usta.com) from USTA National Trainer/Evaluators who have evaluated the Line Umpire’s work at professional level tournaments.

d. Round and Competition
• Consideration will be given to those applicants who hold a USTA Level Line Umpire certification for first round Davis Cup and Fed Cup ties. 
• Greater consideration will be given to those applicants with higher levels of certification as the Davis Cup and/or Fed Cup ties process into later rounds.
• Qualified Line Umpires may be selected to work more than one tie in succession.

e. Timely submission of application.

f. Geography.  The Line Umpire’s relative proximity to the Davis Cup and/or Fed Cup tie will be taken into account, with preference being accorded to those Line Umpires within closer traveling distance.

g. Comply with the standards set forth in the USTA Officials Code of Conduct.  The Code of Conduct may be found at www.usta.com.
