NorCal Juniors Seeking Endorsement into USTA National Tournaments

 

Endorsement is a formal process of player nominations used for the USTA National Championships, the USTA Zone Team Championships, the USTA Intersectional Team Championships, and the USTA National Team Championships. Section players who have completed the necessary sectional endorsement requirements will earn endorsement. Endorsement enables eligible players to be selected to participate at the national tournaments. NorCal Juniors must meet NorCal endorsement requirements in order to qualify for these tournaments.

 

Endorsement lists will be published on the USTA Northern California web site before the entry deadline date for each of the USTA National Championships. The NorCal Section Endorsement Lists are the same as our sectional Final Rankings Lists, subject to the minimum endorsement requirements and age eligibility. ADVERTISEMENT To receive credit for endorsement for a certain division, a player must participate in at least one tournament and receive at least one ranking point in the division in which that player would like to be endorsed. There is no minimum point requirement to be endorsed. Non-residents will not receive NorCal endorsement.

 

 

Publication Dates for Endorsement Lists

 

Below are the 2018 date periods in which USTA NorCal will update and publish the Sectional Endorsement Lists for the national tournaments.

 

USTA National Championships

  • National Clay Court Championships: June 11-18, 2018
  • National Championships: July 2-9, 2018
  • National Indoor Championships: October 15-22, 2018
  • National Winter Championships: November 19-26, 2018

 

 

Sectional Quotas 

 

Players who desire to compete in USTA national tournaments need to be mindful of achieving goals that put them within NorCal’s quota. Quota is the number of players that each Section is guaranteed to get into a USTA National Championship. Unlike past years when quota was based solely on the total number of junior members in each of the 17 USTA sections, the USTA is also taking into account the strength of a section’s players.

USTA National Clay Court Championships:

  1. Winner of the immediately preceding Excellence Tournament (National L4) of the division shall be placed within the USTA NorCal quota for the division, provided if the player remains age eligible for the division.
  2. Up to 1 player per division may be granted a waiver to appear on the Endorsement List within the NorCal quota.
  3. Remaining players shall be endorsed using most recently published Sectional Final Ranking List of the division.
  4. Additional players may be granted waivers to appear on the bottom of the Endorsement List so that the player may be  accepted into a USTA National Championship when remaining vacancies are filled with players from the National Standings List and the players for the qualifier (BG18 and 16 only) are selected.

USTA National Championships (Hard Courts):

  1. Winner of the June Sectional Championships of the division shall be placed within the USTA NorCal quota for the division, provided if the player remains age eligible for the division
  2. Up to 1 player per division may be granted a waiver to appear on the Endorsement List within the NorCal quota.
  3. Remaining players shall be endorsed using most recently published Sectional Final Ranking List of the division.
  4. Additional players may be granted waivers to appear on the bottom of the Endorsement List so that the player may be accepted into a USTA National Championship when remaining vacancies are filled with players from the National Standings List and the players for the qualifier (BG18 and 16 only) are selected.

USTA National Indoor Championships:

Players shall be endorsed using most recently published Sectional Final Ranking List of the division.
 

USTA National Winter Championships:

  1. Winner of the Fall Sectional Championships (National L3) of the division shall be placed within the USTA NorCal quota for the division, provided if the player remains age eligible for the division.
  2. Up to 1 player per division may be granted a waiver to appear on the Endorsement List within the NorCal quota.
  3. Remaining players shall be endorsed using most recently published Sectional Final Ranking List of the division.
  4. Additional players may be granted a waiver to appear on the bottom of the Endorsement List so that the player may be accepted into a USTA National Championship when remaining vacancies are filled with players from the National Standings List.

 

Waivers to Appear Within Quota (USTA National Championships Only)

 

The purpose of the waiver is to place value on a player’s entire body of results and not only those that count for USTA NorCal Junior Ranking.  This will enable the waiver committee to take into account, on a case-by-case basis, participation in Adult, Professional, and ITF tournaments, as well as participation in another junior age division.  The intent is for the waiver to be used sparingly and only after full consideration is given both to the waiver applicant and any players that will not be within the NorCal quota if the waiver is granted.  The proposed members of the waiver committee are the Junior Competition Coordinator, Player Development Specialist, and Chair of Junior Council.

Minimum Waiver Requirement: In order to be considered for a waiver, a player shall have played in at least one USTA NorCal tournament within the preceding 12-month period.  Among the tournaments that may be considered are:

  • any USTA NorCal-sanctioned tournament, regardless of division (age division, adult division, etc.)
  • any team tournament on which a player is selected to represent NorCal (national team tournaments, Maze Cup, Pacific Cup, etc.)
  • Generation Gap Tournament, and any other non-sanctioned tournament similar to this event
  • ITA Summer Circuit tournaments
  • ProCircuit tournaments in NorCal
  • ATP or WTA tournaments, including the qualifying, played in NorCal

This list is for informational purposes, is not intended to be an exhaustive list, and the waiver committee can consider any tournament played in NorCal as meeting this requirement.

Deadline to Submit Waivers: A player must submit the waiver request to Tommy Tu no later than the deadlines below to be considered for a waiver:

  • USTA National Clay Court Championships: Monday, June 4, 2018
  • USTA National Championships (Hard Courts): Monday, June 25, 2018
  • USTA National Indoor Championships: Monday, October 8, 2018
  • USTA National Winter Championships: Monday, November 12, 2018

 

Sportsmanship

 

Good sportsmanship is an essential element of all junior sports and junior development. A player who has exhibited poor sportsmanship, as defined by the USTA NorCal Suspension Point System, may not receive USTA NorCal endorsement (anywhere on any list) to USTA national tournaments or selection to a team competition. In addition, the USTA NorCal may refuse selection to a team competition or endorsement to national tournaments to a player who may not have accumulated 10 suspension points, but whose behavior as defined by USTA NorCal otherwise justifies denial of endorsement to a national tournament or selection to a team competition.

 

Any player under suspension or probation during the current endorsement year can be denied endorsement to national tournaments. USTA NorCal may decline to endorse a player’s participation in a National event where that player (or related party) has exhibited unacceptable personal behavior, poor sportsmanship, withdrawal after selection of players has been determined, or any acts determined detrimental to the game.

 

An example of the USTA NorCal choosing to not select a player during its selection process is described here. The player in question has qualified for a national event representing our section but has a history of unsportsmanlike behavior as documented by a tournament director or directors and/or referees. It may be determined that it is not in the best interests of the section to "select" such a player for national competition. One act of bad behavior may be felt by USTA NorCal to have reached a level egregious enough as to warrant non-selection to a future sectional and/or national competition or competitions.

 

 

Playing National Tournaments

 

Each year the USTA sanctions four (4) different levels of national tournaments designed for not only the top level juniors in the country, but also those who have achieved some success in their Sectional Association and desire to play juniors from other parts of the country.

 

The USTA National Junior Tournament website provides detailed information on the different types of national tournaments and selection processes, age eligibility, the National Standings Lists used for selection, citizenship requirements, and entering concurrent tournaments.
